Description (partial)

Symptom:
HSRP's standby state is sporadically changing in a very short time during normal operation without any other specific trigger. This event can be detected 2 ~ 5 times in a day after IOX upgraded to 5.1.2 
 
Problem Pattern: Standby —> Active —> Speak  —> Standby. 

There was no issue in the previous 4.3.4 in the same ASR9006.
There is no service impact reported up to now.

Conditions:
normal operation. 
this issue begins to be shown after sw upgraded to 5.1.2
