During a demux DPC migration, there can be a delay in the reestablishment of BGP sessions

During a demux dpc migration, the bgp and vpn tasks are restarted. This results in the reestablishment of the BGP session. During this time, BGP will not be able to reestablish its session until the interface state has been updated by CSP. This can lead to a delay and thus the BGP session will stay down, potentially causing a traffic outage until the CSP notifications have been processed.
