Description (partial)

When the BSSGP RIM message is being transferred to peer sgsn/mme over gtpv2 , then sometimes the sgsn sends one byte less in fcontainer.
For example if the expected fcontainer should be of 54 bytes, but sgsn sends 53 bytes.

Sometimes the SGSN sends one byte less in fcontainer, when the BSSGP RIM message is being transferred from local bss to peer sgsn/mme over gtpv2.
