Description (partial)

Symptom:
vlans suspended on peer-link with reason code "Vlan is not allowed on Peer-link" right after connecting peer link and peer keepalive of the secondary to primary.

Conditions:
It's a corner case where one of the software components sends a peer-link up message before the peer-link actually comes up.
