Description (partial)

spike seen on the interface utilization counter when sflow is disabled followed by enable while traffic is running

1. The issue is seen with sflow disable followed by enable while traffic is running and is not seen if enable    is done first time while traffic is running
  2. The issue is not seen if we start the traffic first and then configure sFlow on the device.
  3. The spike(the utilization counter) is directly proportional to the delay between the disable of sFlow and re-enable. the longer the delay, the higher the utilization counter.
 4.  spike is also seen when we disable sFlow using "no feature" and enable it back.
