Description (partial)

Symptom:
After changing the encryption key on the TMS server using the TMS Tools, and then restarting the TMS server will eventually produce a ticket in TMS stating that there is a problem with the encryption key (as expected).  But when the TMS Tools app is used to check for encryption mismatches, it does not find any errors as it should.

Conditions:
There are encrypted credentials stored in the TMS database that were stored while TMS was using a different encryption key then it currently is configured for.
