Description (partial)

Symptom:
VPC core on upgrade to 2.2a release

Conditions:
When upgrading from a lower release to 2.2a release, on a VPC pair with a high vxlan VLAN scale (> 256 vlans with vn-segments mapped to them), if only one switch is upgraded to 2.2a release and the peer is running an older release, VPC will core on 2.2a release.
