This refers to the following CUCM 10.5 migration guide:

Under the table labeled "Upgrade Process," there are 2 paths listed for migrating from 6.0(1).  One row says that you must upgrade from 6.0(1) to 6.1(3), then upgrade to 6.1(5) before migrating.  The next row down says that you must upgrade from 6.0(1) to 6.1(2), then upgrade to 6.1(3), then upgrade to 6.1(5) before migrating.
