Symptom:
MACSEC N7K port of module N7K-M148GS-11 with 4500 port 
shows port flapping or packet loss (for instance EIGRP flapping).
It happens intermittently (once per day, few times per day, once in few weeks)
Port comes up immediately.

Conditions:
4500 1G interop with Module N7K-M148GS-11 and used with MACSEC configuration
