Description (partial)

Symptom:
aaaproxy facility crashes when the CDR transfer from standby to active chassis is in progress

Conditions:
When a Standby Chassis becomes Active, when file transfer to peer Active chassis is in progress (using Push_To_Active feature), AAAProxy stops file transfer and reloads the file list and restarts streaming. At this time current streaming file pointer will be NULL till file list reload is complete. Here, AAAProxy does not expect a gtpp response. But if we get a response, because gtpp stack is not clear and the gtpp requests queued in gtpp stack is resent when CGF becomes up. If the response for this request reaches before file list reloads, ftell crash will happen
