Description (partial)

Symptom:
PTS timestamp of pictures at the output might not follow the correct cadence for NTSC frame rates, eg. a fixed frame/field duration of 1501 ticks @ 90khz might be used instead of an alternating between 1501 and 1502 ticks @ 90khz.

Conditions:
A service is configured for AVC splicing on a co-processor or MIC card. The video component of the service has an NTSC frame rate (59.94Hz, 29.97Hz, 23.98Hz). At the input, multiple pictures are present in one PES packet.
