Description (partial)

Symptom:
Ingress Queuing is getting committed to Bundle-Ether with a line card that doesn't support this feature.

Conditions:
Adding a new interface to existing bundle with the service policy configured or applying the following sequence of configuration to new bundle-ether:
Configure the Bundle
Add the invalid service policy with ingress queuing to the bundle
Add the physical interface 
Then commit all changes at once.
