Description (partial)

Symptom:
Threshold is wrongly set when both over & under threshold is configured

Conditions:
Created a custom dashboard for a counter EX: System Threads.
 Clicked on Add  Event. It takes to the threshold configuration pop-up UI.
 Entered the threshold over "1000" or Under "5". Saved it.
 Now go to "Alarm & Event Setup" UI. Click on Threshold Tab and then Advanced Tab. Search for the above created threshold.Select & Edit Threshold it. 
 This UI says that "Threads" is inside range "1000" to "5".
