Description (partial)

Symptom:
When customer tries to order the service which he doesn't have access, the error message is not appearing properly.

The error message does not have any text like "No Permission to Order this service". Attached the screenshot.

This issue was occurring because custom code was not able to capture the Service ID 

URL to be used (Which has Service ID)

URL which was used ((Which does not have the Service ID):

https://domian-name/RequestCenterDev2/myservices/navigate.do?query=serviceid&sid=

Customer was requesting the error message thrown should display a meaning full message instead of the default message which does not display the reason for the error when the above URL was used

Conditions:
When the URL does not have SID set
