Description (partial) 

Symptom:
- User is detached (UE initiated). 
- Immediately after detach, GMLC sends ?Provide Location Request? with Location_Type=CURRENT_OR_LAST_KNOWN_LOCATION 
- MME responds with "Diameter_USER_Unknown". Expected response is last known location of detached user (as per 3GGP 29.172, section 6.2.2).
