Description (partial)

Symptom:
WLC using layer 3 webauth CPU will spike above 98% after30-45 minutes of uptime.

disable the webauth wlan and reboot and issue is not seen.

tried using CWA with layer 2 and ISE but did not resolve high cpu.

Conditions:
Controller running 7.6.120.0 or 7.6.120.6.
