Description (partial)

Symptom:
Inaccurate large DS throughput is observed for a short interval.
There are two symptoms for this issue:
1: The ds counter of sf may be double of the last correct value and value may be recover after 10 seconds;
2: If the sf is moved between WB and RBG(WB and NB) rapidly and frequently,  may hit another symptom:
The ds counter of sf would double/four/six....of the last correct value. And the abnormal value would not recover

Conditions:
1. Select a modem with background traffic
2. Issue cm-status from CM under QAM/FEC failure
3. Trigger the DS resiliency moving the service flow move from WB to RBG/WB to NB.
4. Check CM thruput/counters using scm <> qos or scm <> coun
5.This issue hit in some rare condition
6: 2020/3g60 would hit this issue and SPA would not hit this issue as different algorithm.
