Description (partial)

Symptom:
After RP Failover (RPFO), the non-stop routing (NSR) related data for BFD central-services remain not synchronised.  

The output for "show redundancy" CLI command, gives the details of the standby-RP state in this condition.

BFD Sessions in the line cards (LC) and BFD clients are NOT affected.  There is no known effect on the network's convergence.

When the system enters this condition, the subsequent RPFO cannot be triggered and that is the main symptom of this problem.

Conditions:
The condition happens only after RPFO, triggered by random system IPC disconnects.  The system does NOT enter into this state on every RPFO, but only for some fail overs.
