Description (partial) 

Symptom:
The RFGW-1 ends up with a stale SCG. The Stale SCG creates a missing ECM/components alarm. This SCG does not go away from the RFGW, even after all sessions are deleted and created again.

Conditions:
The Stale SCG happens only if we create and delete a Powerkey Broadcast session in RFGW-1 5.1.11 version of code. The 5.1.11 version of RFGW-1 code does not support Powerkey broadcast.
