Description (partial)

Cisco ASR 5500 has 4000 VLANs configured across 8 contexts, with a minimal amount of data passing over 4000 VLANs. A port shutdown is done on each physical interface every 30 seconds.

After all physical interfaces are shut down, a "no shutdown" is done on each physical interface every 10 seconds.

All the VLANs are enabled that correspond to the physical interfaces. However, subscriber data is no longer transmitted out of the VLAN interfaces.

This is a scaling issue with 4000 VLANs configured on a Cisco ASR 5500.
