Description (partial)

Symptom:
Unable to merge a CUCM registered device into an existing Multiway initiated conference from a VCS registered endpoint.

Unable to merge a CUCM registered device into an existing Multiway intiated confernece from a CUCM registered endpoint.

Conditions:
When a CUCM registered device attempts to call a VCS Registered Endpoint and merge into an existing multiway conference.

When there is an existing established Multiway Conference initiated from VCS/CUCM registered endpoints, an attempt to later add another CUCM registered endpoint to the conference fails, when "Merge" is selected the endpoint doesn't join.
