Description (partial)

Symptom:
Oracle Apps jobs getting stuck in launched/active status when using Oracle Apps feature : Incompatibility.

Conditions:
When a large number of Oracle Apps jobs are "active" but pending in Oracle Apps due to incompatibility, all Oracle Apps jobs that are not  part of the incompatibility chain are getting stuck in active/launched status.
