Description (partial)
Symptom: XML-RPC messages sent to the TelePresence Server may be incorrectly interpreted as ASCII instead of UTF-8 if no endcoding format is specified. Conditions: No endcoding format is specified in the XML-RPC messages (for example when using the python XML RPC libraru, even if UTF-8 is specified.)
