Description (partial)

Symptom:
PPPoE sessions teardown on access interface flap on BNG cluster

Conditions:
There are times when the access interface will go down on the BNG cluster (or flap), but the DSLAM/OLT or CPE will not detect it even. So it is very bad in such cases that we clear the subscriber sessions by "trying to send out PADT" from our BNG.
