Description (partial)
Symptom: Prefixes learned from a peer are not removed from BGP table when peer goes down. Conditions: Graceful restart is enabled and running for the peer. If the peer is in the middle of the graceful restart procedure (specifically, at the point where paths have already been marked stale, BGP session has already come back up, and peer has already started advertising prefixes again), and the BGP session again goes down before the peer sends an End-Of-RIB, then prefixes learned from that peer that are no longer marked stale at this point may remain in the BGP table.
