Cisco Bug: CSCup33331 - only Line protocol up detected without down when connect to PeakFlow

Description (partial)

Symptom:
The CU reported that when connect PeakFlow(TMS) made by Arbor Networks to WS-C4948-E, 
Only "%LINEPROTO-5-UPDOWN: Line protocol on Interface GigabitEthernet*/*, changed state to up" 
displayed frequently and most of the time, there is no matching down message detected.

The CU try to do isolation test like change the port, replace the switch, fix the Port Speed/Duplex,
But the symptom still occur. but when connect with Catalyst3750X instead of WS-C4948-E, 
No such issue.

Conditions:
when connect  PeakFlow(TMS) to WS-C4948-E
