Description (partial)

Expected output:

      Router-1#sh redundancy states
               my state = 13 -ACTIVE
peer state = 8 -STANDBY HOT
     Router-2#sh redundancy states
my state = 8 -STANDBY HOT
               peer state = 13 -ACTIVE

This expected output may NOT come if either of the 4 things happen:
a) Shut the control link of Active
b) Shut the control link of Standby

a) Reloaded the Active
b) Reloaded the standby

Sometimes one of the routers will go into a reboot loop.
Issue is very intermittent

Affected in 15.2 and 15.3 releases.
Not seen in 15.1(4)M release.
