Description (partial)

Symptom:
When 100G interfaces are used in a ASR9k cluster system and Interrack links fail, the interfaces on rack 1 are to go to error-disabled on all "unreachable" interfaces. This does not happen on 10G interfaces.

Conditions:
Inte rrack link failure in ASR9k cluster
