Description (partial)

Symptom:
Unable to disable sub-groups or jobs if parent group is already disabled

Conditions:
If the parent group is disabled without selecting the option to disable all children of the job group, the option to disable the sub-groups and jobs is no longer available for selection after the parent group has been disabled.

Steps to reproduce:
1. Disable top level parent job group and answer "NO" when prompted "Do you want to disable all children of job group <GroupName> at this time?"
2. Right-click one of the enabled sub-groups or jobs and note the option to disable is not available.
