Description (partial)

Symptom:
During a specific collision between an Attach and a TAU, the MME appears to partially correlate the two unrelated procedures leading to several signalling erors

Conditions:
UE1 sends an Attach Request with a GUTI that it had obtained from the same MME earlier.  While this is being processed, UE1 then sends a Detach Request with Switch Off set, which in turn purges the DB record and clears the GUTI assignment.  UE2 then sends a 3G->4G TAU Request, and happens to get the same GUTI which had been assigned to UE1 earlier.  After the Context Request for UE2 is sent, but before a response is received, UE1 switches back on and sends an Attach Request with the same GUTI as before, but this now gets matched to the call associated with UE2, and this leads to the AIR with no IMSI.
