Description (partial)

Symptom:
There is no warning message when the throughput licensed limit is reached on ISR4300/ISR4400 routers.

Conditions:
With this enhancement, by default throughput monitoring is enabled during boot up with threshold 95% of the bandwidth license and 300 seconds monitoring interval.  When the average egress traffic rate should exceed the throughput and the configured interval, it will generate syslog messages and snmp traps. These parameters can be configured via CLI.

set platform hardware throughput-monitor threshold <percentage>  interval <seconds>

Router#set platform hardware throughput-monitor ?
  disable     Disable throughput monitor
  threshold   Throughput monitor threshold
 
Router#set platform hardware throughput-monitor threshold ?
  <50-95>  percentage of throughput license installed
 
Router#set platform hardware throughput-monitor threshold 75 ?
  interval   Throughput monitor interval
 
Router#set platform hardware throughput-monitor threshold 75 interval ?
  <30-86400>  throughput monitor interval in seconds
Example: 
    set platform hardware throughput-monitor threshold 80 interval 60

Throughput rate can be gathered with the SNMP MIB ciscoEntityQfpMIB.

SNMP trap configs required on router:
      snmp-server community public RW
      snmp-server enable traps entity-qfp throughput-notif
