Symptom: Gmpls circuit creation fails under given conditions with CTC throwing error message requested timed out Conditions: Conditions: The circuit creation requests fails due to rsvp messages being getting forwarded incorrectly to motfcc instead of relevant OSC link. The problem occurs when the ROADM side has just one active side and that active side OSC link flap happens. The flap will cause rsvp to use motfcc as the temporary available link and later when the OSC link recovers the lower layer fails to remove the cached motfcc route due to current sw bug.
