Description (partial)

If traffic on a protected link has been accidentally moved to a backup up due to CSCue18938, then the traffic won't get moved back to the primary link even though the primary link is actually still up.

This can occur if the primary protected link flaps for a very short period of time that causes an FRR event to be generated, but no normal link flap event has been generated (i.e. no syslog message has been reported that the primary link has changed state).
