Description (partial)

Symptom:
Two unexpected restarts of a slave 8510 MCU with
Backplane backpressure fx0 18 was 08 (qb:00 fp:00) (00 00 00 00 00 00 00 00) 
where lots of the following seen in the master event log
    25409 2014/06/06 18:01:15.777 HEALTH_MONITOR          Info      DSP voltage ok failed: reading 0.000000 should be  1  
    25410 2014/06/06 18:01:15.778 HEALTH_MONITOR          Error     DSP voltage ok has failed more than 3 times. This exceeds prescribed tolerance

These are followed by an unexpected restart of the master 8510 MCU where the kernel log shows lots of the following
vfx0: dropped 771599 dtoh packets

The master does not boot fully (DSPs do not come up) and then it has another unexpected restart with

Failed to configure expected daughterboard 00 (00)

Two 8510 MCUs in a cluster, running 4.4(3.49).
