Description (partial)

Symptom:
PPV events could not be ordered.

Conditions:
PPVMapFile not being updated due to a corrupted PpvLock file.  TThe /var/tmp/PpvLock file permission looked fine, but ppvServer was getting an error while opening the lock file. Evidently the ppvServer creates this file before writing PPV events to the file. After writing, it removes the file. Lock file size was 0 and corrupted.
