Description (partial)

Symptom:
Traffic is not policed for the configured value. "Offered rate" displayed in "show policy-map interface TYPE x/x" shows rates higher than configured policer and the "exceeded bytes" counter equals 0.

Conditions:
It was checked that the policer does not work if it is configured in the following way, without the "bc" keyword or with "bc", but the value is other than minimal.
