Description (partial)

Voice port stuck in clearback E1  R2-digital if the PSTN side disconnects the call.


Call flow:- 
E1R2 -----3945 ----H323----UCM -- Ip phone. 

More details:- 
++ Call works fine, but if the pstn user hangs up the call first, voice port stucks in clearbak, never becomes idle and call is not cleared.
++ If the call is hung up from IP side, then voice port is not stuck and TDM call-leg is  released. 
++ Shut/no shut on the port/controller doesn't clear the status, customer has to reboot the router to restore it back.
++ However it works in  IOS 152-3.T3,  and voice port is properly released.
++ From the debugs, GW after receiving clear bwd, is supposed to send IDLE message back to the provider, but it is not in the non-working case.
