Description (partial)

Symptom:
When forwarding packets in both directions of a host <-> satellite system (at the same rate), the number of packets handled can differ (by several seconds' worth) while the link (between host and satellite) is being established.


Conditions:
nV Satellite system (the original DDTS was for an asr9000 host and an asr9000v satellite) with traffic being forwarded in both directions. A link between the host and satellite is shutdown and then brought back up, and the difference in number of packets is seen while the link is being re-established.
