Description (partial)

Symptom:
On certain VPC reload scenarios, it is observed (on one VPC switch) that traffic to VxLAN VLANs on one or more VPCs is being blackholed.

Conditions:
Egress Next Hop of the VxLAN VP in HW for affected VPCs is incorrectly pointing to the MCT instead of the local VPC leg that is up. This scenario is usually seen in large port,vlan scale and in multichip systems, for example Redmond2.
