Symptom:
CE-1 became leader and rebooted the cluster

Conditions:
In this specific scenario, if ce-1 restart, it gets a lower uptime than the actual leader, 
and the code does not ignore it. 
Ce-1 will become a leader, it will detect that all the other servers are up, 
they have mounted volumes, so it will reboot them all
