Symptom:
For tunnel interface with ipsec ipv4 mode, the packets output bytes counter is incorrect, it shows a lesser value (0-16 bytes for every packet) than what it should be.

Conditions:
* Tunnel interface with ipsec ipv4 mode.
* Does not affect ASR1K (IOS-XE)
