Description (partial)

Symptom:
A9K has no fragmentation capabilities in hardware.
When frag is required, a punt to the LC CPU is made for NETIO to frag the packet and inject the fragments back.
BNG subscribers don't use NETIO but SINT. SINT has no support for Fragmentation.

This ddts to track the implementation of the frag support for BNG subscribers

Conditions:
Fragmentation required when a packet is larger then the egress MTU of the subscriber interface
