Cisco Bug: CSCup20576 - AAAproxy process introduces delay if streaming files on disk are deleted

Symptom: When GGSN or SPGW is configured for GTPP streaming, and the Charging Gateway is down, the CDR's will be stored locally on hard disk. But when the hard disk is full, and files are being deleted, then aaaproxy process is not aware of that. When Charging Gateway recovers, aaaproxy process will attempt to also send these missing files. This is causing delay (6-7 seconds per missing file) Conditions: GTPP streaming is configured. Charging Gateway is down Local Disk is full and billing files are being deleted.
