Description (partial)

Symptoms:

Installing Cisco TMS fails, as its TMSEnableHttpsTool application crashes because of an unhandled exception. 

From the Windows event viewer:

Conditions:

The issue has been seen in Cisco TMS 14.3.x and 14.4.x, but could apply to older versions as well. It happens when the installer is unable to create virtual directories in IIS, typically because of permission issues or other changes to IIS's "Default Web Site" prior to installing Cisco TMS.

Workarounds:

Change all IIS settings to their defaults prior to installing Cisco TMS, and then make your changes to IIS after Cisco TMS has been successfully installed.
