Symptom:
In the following call flow :
ATA 187 (SIP)--  CUCM -- H323 GW--T1

When the ATA sends re-invite to the convert the voice call to FAX calls. Th FAX call fails

Conditions:
H323 gateway is used, there is no MTP involved
