Description (partial)

Symptom:
Device Health report is showing inconsistent data , for example if we generate a report for a device availability using 'last 4 weeks' period the report will show the device availability as 0% . Which is fine since the device was unreachable the last three months .

However if we generate the same report using 'last 12 weeks' period then the report will show the device as 100% available . This is not true though since the device was unreachable during this period , we should see consistent data in both reports.
