Description (partial)

Symptom:
BGP uses wrong delay timer moving RW mode in case of switchover without graceful-restart (GR) configuration.
The delay timer should be 300 sec but it works as 60 sec.

Conditions:
-The issue is found on C3750 stack switch.
-The issue can happen when BGP GR is NOT used.
