Description (partial)
Symptom: On high scaled setup, If we do restart applications or RPFO, router reload, then it takes long time to converge all the data on the hardware. This is due to timer expiry from application side before recieving first control msg for the bindings established through PI. Such behavior will bring down almost all the sessions which has already received the control messages. Such churn will in turn increase the load on PRM. As load PRM load incraeses it will start taking long time in writing to hardware. Finally all these will lead longer duration for NSR to sync-up. Conditions: High scale setup & perform operations like RPFO, Router reload, process restart.
