Symptom:
DPE SnmpAgent stops forwarding traps

Conditions:
The DPE SnmpAgent stops forwarding traps to the configured SNMP Trap receiver in extended soak test lab tests.  This causes the DPE CWMP threads to block (see CSCup11521).  Restarting the SnmpAgent process resumes the SNMP Trap forwarding.
