Description (partial)

While configuring policing on either ASR9K or N7K, via a Python onePK app, it is observed that when rate units for CIR is set to BPS, burst units cannot be specified as milliseconds even though those platforms allow it. 

Likewise if rate unit for CIR is set to PERCENT, burst units cannot be specified as bits. This restriction exists for IOS.

But this restriction needs to be lifted for platforms like N7K & ASR9K that allow these combinations of units:

Rate units BPS with Burst units MSEC
Rate units PERCENT with Burst units BITS
